Building Informed, Engaged, and Connected Community Leaders

The Jefferson Township Neighborhood Leadership Institute is a 10-week civic leadership experience designed to educate, connect, and empower residents who want to better understand how Jefferson Township works — and how they can play an active role in shaping its future.

Participants engage directly with township departments, schools, public safety, county agencies, and community organizations through interactive sessions, tours, discussions, and hands-on experiences. The program is designed to be informative, accessible, and practical — not theoretical.

Whether you are a long-time resident or new to Jefferson Township, this program gives you the tools, relationships, and knowledge to become a more informed neighbor, advocate, and leader.

Program Goals

The Institute is designed to help participants:

Understand how Jefferson Township operates and how decisions are made
Learn how township, county, and regional systems work together
Build relationships with local leaders, public servants, and fellow residents
Identify opportunities to strengthen neighborhoods and community connections
Develop a clearer pathway for civic engagement and leadership

This is not about politics — it’s about community literacy, leadership readiness, and collective problem-solving.

Program Format

Length: 10 weeks
Schedule: One evening per week, 5:00 – 7:00 PM
Start Date: March 2026
Location: Various sites throughout Jefferson Township and Montgomery County
Cost: Free to participants (if applicable — adjust if needed)

Each session includes presentations, discussion, and often site visits or experiential components so participants can see and engage with systems firsthand.

CURRENT CONDITIONS:

• Hazardous roads with blowing and drifting snow

• Poor visibility

• Very icy road conditions

TRAVEL ADVISORY:

• Only drive if absolutely necessary

• Essential workers may still need to report as required by employers

• Non-essential travel is strongly discouraged

SAFETY TIPS:

• Keep emergency kit in your vehicle

• Maintain at least half tank of gas

• Charge your phone fully before travel

• Pack blankets and warm clothing

• Keep safe distance (at least 3x normal) from other vehicles

• Turn on headlights for visibility

• Reduce speed significantly

• Avoid sudden braking or acceleration

EPA Seeks Comment on Draft Policy for Public Participation in Agency Decision-Making Processes

The U.S. Environmental Protection Agency (EPA) announced the release of the draft policy, Achieving Health and Environmental Protection Through EPA’s Meaningful Involvement Policy , that outlines updates on how the Agency will engage with the public and provide meaningful public involvement in all of its programs and regions. This policy is grounded in the acknowledgment that EPA's actions further strengthen health and environmental protections when they are informed by individuals with lived experience.

This draft policy updates EPA’s 2003 Public Involvement Policy, and incorporates lessons learned over the past twenty years as it has worked to promote an agency-wide approach to providing meaningful involvement opportunities. EPA will apply the draft policy to all national program and regional actions that may benefit from public input. The draft policy describes 3 steps for meaningful involvement:

Identifying the decision(s) in an EPA action that may be influenced by public input,
Using the public participation spectrum, and
Using the public participation model.

The draft policy will be available for a 60-day public comment period, ending on January 16, 2024.

Tribes may request consultation regarding this policy by January 5, 2024, by visiting EPA’s Tribal Consultation Tracking Opportunities System (TCOTS) website .

2023 Leaf Pick Up Schedule

The Jefferson Township Road department will collect curbside leaves on November 1, 2023!

Township residents can now rake or blow leaves to the curb for pickup. Bagged leaves are no longer collected. Leaf collection begins November 1, 2023, and continues through November 18, 2023.

Please have all leaves raked or blown to the curb by 8 a.m. Monday of your scheduled pickup week.

Please do not rake ANYTHING except loose leaves to the curb for pickup. No bagged leaves will be accepted. Branches, sticks, grass, and other yard waste may damage machinery and delay leaf pick-up. Leaf piles containing tree branches or grass will not be collected.

Please keep leaves away from catch basin openings to avoid clogging the storm drainage system.

Although all efforts will be made to adhere to the Neighborhood Rotation Schedule below, there may be unexpected delays in service or changes due to weather conditions. Please have a look at this page or social media channels for schedule updates.

Call the odor hotline at 937-268-0522. The Regional Air Pollution Control Agency (RAPCA) has noticed problems at the facility. By calling the odor hotline if you smell an odor, you will help RAPCA and the company pinpoint problems and eliminate them. (RAPCA can also be reached directly at 937-225-4435.

Send an email to the Ohio EPA. Clean Water has asked the Ohio EPA to transfer its environmental permits to Valicor, and you can comment on that transfer or on the performance of the facility by sending an email to Cathy.Altman@epa.ohio.gov

Waste Collection Adds Recycling Services

The City of Dayton Waste Collection has received a grant from Montgomery County Solid Waste to encourage and increase recycling in Jefferson Township. With this grant, the City of Dayton purchased over 700 (95gallon) new recycle carts specifically for Jefferson Township residents!

We are inviting all Jefferson Township residents to call the City of Dayton Call Center at 937-333-4800 and request a FREE recycling cart. Please see our recycling page for acceptable items to recycle and always remember to Recycle Right!

Jefferson Twp. cleanup day, May 6th. Residents will be allowed to put bulk trash items out at their normal trash collection point for their property. A call-in will not be required for this special cleanup event.

Our goal will be to remove all bulk trash items that are properly set out on Friday, May 6. If we are not successful Friday waste collection team members will return Saturday to complete removal on streets that were not cleared Friday.

Bulk items mean those other than normal household trash including, but not limited to, appliances (except those as noted below), furniture, and any other items which cannot be safely and conveniently loaded into a solid waste transportation vehicle or that do not fit into your waste container. Specifically excluded are appliances containing freon, concrete and bricks, vehicle parts, tires, abandoned cars, car parts, whole trees, and construction materials.
